Excellence in Every Mile
Quality in pavement preservation means safe roads that carry families to work and school, smooth ride quality free from jarring potholes, surface treatments that extend road life for 5 to 10 years, and projects completed on time and on budget. While the motoring public only sees the construction process and experiences the finished product, building and maintaining quality roads require strong specifications, well-planned designs, fair bidding processes, skilled personnel across the industry, and genuine teamwork between road agencies and contractors.
MRPA members are committed to meeting and exceeding industry standards for project excellence. We believe that quality isn’t just an outcome—it’s a commitment that begins with proper training, is guided by sound specifications, and is reinforced through collaborative partnerships focused on continuous improvement.
Our Commitment to Quality
Quality pavement preservation doesn’t happen by accident. It requires investment in people, processes, and partnerships that ensure every project meets the highest standards. MRPA supports quality outcomes through three key pillars:
Professional Training
Skilled workers are the foundation of quality construction. MRPA provides comprehensive training programs that ensure field personnel, supervisors, and technicians have the knowledge and skills to perform preservation treatments correctly. Our training programs cover proper construction techniques, quality control procedures, safety protocols, and industry best practices for crack seal, chip seal, fog seal, micro surfacing, and other preservation methods.

Industry-Leading Specifications
Clear, technically sound specifications are essential to quality outcomes. MRPA works closely with MDOT to develop and refine specifications that reflect proven best practices, current materials and methods, and realistic quality standards. Our Specifications Committee has developed specification guidelines and best practices for local road agencies. At the state and local level, MRPA represents member interests in specification development and ensures that requirements promote both quality workmanship and fair competition.
Collaborative Industry Partnerships
Quality improvement is a shared responsibility that requires ongoing collaboration between contractors, agencies, and industry partners. MRPA actively participates in partnership initiatives that bring together diverse stakeholders to identify quality challenges, develop solutions, and promote continuous improvement across Michigan’s pavement preservation program.
Since the landmark Construction Quality Partnership (CQP), which established Michigan as a national leader in collaborative quality initiatives, MRPA has continued to foster strong working relationships with MDOT, local agencies, and fellow industry associations. Today, this collaborative spirit continues through Michigan’s State Transportation Innovation Council (MI-STIC), the MRPA/MDOT Technical Committee, the Pavement Preservation Operations Committee, and other partnership forums that advance quality standards and innovative solutions.

The Difference Quality Makes
Quality treatments provide a smooth, safe surface that protects the underlying pavement structure, increasing the service life of roadways. Poor quality work fails prematurely, wasting taxpayer dollars and eroding public confidence in preservation as a strategy.
MRPA members understand that their reputation—and the reputation of the entire pavement preservation industry—depends on consistently delivering quality results. That’s why we invest in training, participate in specification development, embrace quality partnerships, and hold ourselves accountable to the highest professional standards.
Quality pavement preservation protects Michigan’s infrastructure investment and keeps drivers safe.
It’s not just what we do, it’s who we are.
